The Global Initiative to Combat Nuclear Terrorism
The Global Initiative to Combat Nuclear Terrorism (GICNT), co-chaired by the United States and the Russian Federation, is a voluntary partnership of 88 nations and five official international observer organizations that are committed to strengthening global capacity to prevent, detect, and respond to nuclear terrorism. Partners have endorsed a set of core nuclear security principles across the full spectrum of nuclear terrorism deterrence, prevention, detection, and response objectives. To advance this mission, GICNT has conducted more than 100 multilateral activities, including technical experts meetings, scenario-based dialogues, workshops, seminars, tabletop and field exercises, which strengthen the plans, policies, procedures, and interoperability of partner nations. Office of radiological security
Radioactive materials are routinely transported through all regions of the United States. Isotope Crossroads is a tabletop exercise (TTX) series sponsored by the Department of Energy (DOE)/National Nuclear Security Administration (NNSA), Office of Radiological Security (ORS) and the Federal Bureau of Investigation (FBI) Weapons of Mass Destruction Directorate (WMDD) Nuclear and Radiological Countermeasures Unit (NRCU) that focuses on the security of high-activity radiation sources during transport. Every Isotope Crossroads TTX is custom-designed to meet the objectives of both sponsoring agencies as well as the training objectives of the jurisdiction hosting the exercise. Attended by local, state, and federal law enforcement and emergency response agencies, regulators, public health professionals, and private industry, a fictional threat scenario is developed and presented with the intent to foster team building and information sharing in a "no-fault" atmosphere to encourage and strengthen an integrated response to a malevolent act targeting an over-the-road shipment of Category 1 or 2 radioactive materials.
